which it will be null and void; and it is to be

returned to the Harbour Office before the vessel

goes to sea"É.

The fee for this permit is $0.25 for one

month. On the back of the "Special Permit" the movement of the Junk are required to be filled in by owner and/or master but

the entries even if made, which is a rare event, are entirely

unreliable; such entries are never verified since the junk has entire freedom from supervision. From these unreliable entries

a periodical summary is made to be embodied in the Harbour

Master's yearly report on Shipping.

This "Spedial Permit" practically nullifies

all the obligations as laid down in Sub-Section 7 and 9 and

makes the Harbour Master or a subordinate supreme above the

legal obligations of the Ordinance. This, it may be surely

presumed, was not intended. Apart from other considerations i.e.

Trade Statistics and Police control, in the igserest of the

Revenue on Liquors it is imperative that Sub-section 10 of

Section 4 of Ordinance 16 of 1906 be amended. Perhaps, I might

say, not so much the Sub-Section in iåself as the wording of the

*Special Permit", for Special Permits will be needed but their

objects can be defined in the Ordinance.

I would suggest a recasting of the Section

and that the Special Permit" be amended as follows:-
